Gordon Eng founded Traiceback Solutions after more than two decades at the intersection of investment management, securities regulation, fiduciary oversight, litigation, and governance.

He most recently served as General Counsel and Chief Compliance Officer of SKY Harbor Capital Management, a fixed income investment manager, where he built and operated the firm's compliance program across SEC-registered adviser, UCITS, and related fiduciary structures, and led the firm's response to SEC examinations.

Gordon began his career in the financial markets, first as an international loan officer and later as a foreign currency market maker and proprietary trader at money center financial institutions. This early experience provided direct exposure to the risk management, governance, and operational disciplines of large financial institutions — experience that continues to inform Traiceback’s practical approach to AI governance and fiduciary oversight.

He later practiced law at Fried, Frank, Harris, Shriver & Jacobson and Debevoise & Plimpton, representing financial institutions and executives in SEC and self-regulatory enforcement matters, internal investigations, and Wells Notice proceedings. His litigation experience also included complex financial instrument litigation, ERISA breach-of-fiduciary-duty matters arising from the 2008 financial crisis, experience that informs the documentary-record and defensibility standards Traiceback develops for fiduciary and investment adviser clients today.

His regulatory perspective extends beyond the United States. Gordon served for more than fourteen years as a Director of Luxembourg-domiciled UCITS funds, providing direct experience with the governance expectations of European regulators and the supervisory dynamics affecting US-based investment advisers operating in cross-border structures. His experience includes familiarity with UCITS, AIFMD, MiFID, SFDR, the EU AI Act, DORA, and GDPR.

Recognizing that artificial intelligence increasingly intersects with cybersecurity, privacy, operational resilience, and enterprise risk management, Gordon completed postgraduate certificates in Chief Information Security Officer (CISO) and Foundations in Network Security at the NYU Tandon School of Engineering/Emeritus. He is currently pursuing a postgraduate certificate in Artificial Intelligence and Machine Learning for Business Applications at the University of Texas at Austin McCombs School of Business/Great Learning, including coursework in python, machine learning, deep neural networks, Retrieval-Augmented Generation (RAG), Large Language Models (LLMs), generative AI (GenAI), and agentic systems.

Recognizing that artificial intelligence increasingly raises questions of fiduciary oversight, supervisory accountability, privacy, evidentiary defensibility, and governance, Gordon founded Traiceback Solutions to help firms operationalize practical, proportionate, and defensible AI governance frameworks grounded in recognized standards that are suitably designed for regulated investment managers.

Gordon holds a J.D., magna cum laude, from Fordham University School of Law, an M.B.A. in Finance, with Distinction, from the New York University Stern School of Business, and a B.S. in Economics from the Wharton School of the University of Pennsylvania.
